There are three streams of Structured Manager Training Programmes targeting at different participants.
Programme AProgramme A is for serving or potential school managers of aided schools who are not working in the education-related fields or not familiar with education and school operation in Hong Kong.
It comprises two parts, focusing on macro school-based management and school governance respectively.
- (i) The objective of Programme A – Part 1 aims to equip school managers who are not familiar with education and school operations with the basic knowledge and skills essential to effectively discharge the school managers’ roles and to facilitate their collaboration with other IMC members for the benefits of students.
- (ii) The objective of Programme A – Part 2 is to enable participants to gain a deeper understanding of the regulations in different aspects of school operation and effective resources management. The programme aims to acquaint themselves with the key to school governance and to enable them to fulfil their responsibilities with a thorough understanding of the schools.
Programme B is for serving or potential school managers of aided schools who are familiar with education and school operation in Hong Kong or who have completed Programme A.
It comprises Part 1 and Part 2, focusing on school governance and legal matters respectively. Part 2 is further divided into Part 2A- Legal Matters and School Contexts and Part 2B- Legal Matters and School Strategies.
- (i) The objective of Programme B – Part 1 is to enable participants, who have completed Programme A or are frontline educators or school managers of the same IMC as a participating unit, to become more confident in leading the school from strength to strength under the spirit of SBM. The programme aims to broaden their perspectives on assuming strategic leadership to take forward school development and understanding matters related to school governance so as to equip them to be more effective school managers.
- (ii) The objective of Programme B – Part 2A and Part 2B is to enable participants, who have completed Programme A and/or Programme B – Part 1 or are frontline educators, to have a better understanding of the legal context for schools, specifically related to complaint management, dispute management, media handling and risk management with respect to the formulation of school policies. The programme aims to broaden their horizons in legal perspectives with the related laws or ordinances so as to empower them to become effective school managers.
Programme SV
Programme SV is for serving or potential school supervisors of aided schools. Priority will be given to new supervisors with less than two years’ service and supervisors whose SSBs run only a few schools.
It aims to enable participating school supervisors to be more confident in leading the team of school managers, who are of six different categories (i.e. sponsoring body manager, ex-officio manager, teacher manager, parent manager, alumni manager and independent manager) and diverse background. The programme aims to enable the school supervisors to set the direction for strategic development and improvement of the school, as well as to ensure the school’s compliance with the rules and regulations governing school operation. The programme also aims to develop the school supervisors into effective leaders who understand more about the essence of participatory governance, as well as their roles and responsibilities as stipulated in the Education Ordinance for maintaining quality IMC operations
The target participants of the programme are serving or potential school managers of aided schools who are not working in the education-related fields or not familiar with education and school operation in Hong Kong.
Programme B
The target participants of the programme are serving or potential school managers of aided schools who are not working in the education-related fields or not familiar with education and school operation in Hong Kong.
Programme SV
The target participants of the programme are serving or potential school supervisors of aided IMC primary, secondary and special schools; priority will be given to the new supervisors (with less than two years’ service) and supervisors whose schools belong to single-school SSBs or SSBs operating only a few schools.

For serving or potential school supervisorsThematic Seminars and Workshop for School Managers (2022/23)
Since the implementation of the school-based management (SBM) policy, key stakeholders of schools (including representatives of sponsoring bodies, principals, teachers, parents, alumni and independent members) have been participated in school decision-making to develop schools for the benefit of students. The then Chief Executive requested in the 2017 Policy Address to set up a “Task Force on SBM Policy” to conduct a comprehensive review of the current implementation of SBM policy in aided schools. After consulting various stakeholders, the Task Force recommended strengthening the training of school managers. In this connection, the Education Bureau (EDB) has commissioned Education Convergence to organise two thematic seminars and two identical workshops for school managers in the 2022/23 school year to equip them with legal knowledge concerning school management and mediation skills for resolving disagreement among stakeholders, hence enhancing the effectiveness of school governance and providing quality education for students. The seminars and workshops will be conducted in Cantonese, with details as follows:

Thematic Seminar (I) will cover different aspects of human resources management in schools (for example, staff appointment, performance management, etc.), whereas Thematic Seminar (II) will cover strategies for handling school crises and dealing with the media. The speakers will explain the relevant Ordinances and share how to address the issues with reference to court/ school cases. As for the workshops, participants will be divided into small groups and handle disputes with parents and members of the public with mediation skills through role-plays under the guidance of mediators.
2022/23校董專題講座及工作坊
自校本管理政策實施以來,學校的主要持分者(包括辦學團體代表、校長、教員、家長、校友和獨立人士)得以共同參與校政決策,促進學校發展及學生健康成長。 時任行政長官在2017年施政報告中更要求成立「校本管理政策專責小組」,全面檢視校本管理政策在資助學校的推行現況。 該小組經深入分析各持分者意見後,建議加強校董培訓。 故此,教育局委託教育評議會於2022/23學年舉辦兩場校董專題講座及兩場相同的校董工作坊,讓校董掌握與學校管理相關的法律知識,以及學習調解技巧,以便法團校董會能妥善處理持分者的分歧,進一步提升學校管治效能,為學生提供優質教育。 專題講座及工作坊會以粵語進行,詳情如下:
